WHY THIS SITE EXISTS

One canon, so three teams build one platform

Three workstreams, credit, exchange and substrate, were converging on the same design from different directions. This site is the written alignment: validated with the NASD build team, grounded in the statute and the SEC's own rules, and kept current as decisions resolve. If it is not in these volumes, it is not the plan.

The strategy, whole, on one page per concern. It no longer argues itself; it answers "what are we building and why does it hold".

It assigns every open item
Nothing open is unowned. The resolution register names an owner and a track for each decision still in flight, so review never stalls the build.

Every design review starts from the laws and ends against this text. Leave feedback anywhere; it is captured in context with your name on it.
